In 2012 am lansat publicatia bilingva Orasul posibil. In(ter)ventii in spatiul urban postcomunist / The Would be City. Interventions in the Post-communist Urban Space.

Anul acesta cartea a obtinut premiul 3 la concursul national de design de carte Cele mai frumoase carti din Romania. Cele 25 de carti nominalizate in concurs, si expuse intre 4-8 Noiembrie la UNAgaleria Bucuresti, vor reprezenta Romania in competitia internationala de design de carte Best Book Design from All Over the World – Targul de Carte de la Leipzig, 2014 și vor fi incluse în expozitiile organizate de Stiftung Buchkunst.

Va invitam sa o lecturati.

Cartea se poate găsi în lanțurile de librării Cărturești, Humanitas și Librariu, la Carol 53 în București, poate fi comandata direct la asociația PlusMinus și la editura Tact în Cluj-Napoca.

In anul 1954 s-a elaborat schita de sistematizare a centrului orasului Galati. Solutia propunea realizarea unui sistem de piete si esplanade care lega faleza cu cea mai veche strada rezidentiala a orasului (Republicii, azi Domneasca) si zona de vest a orasului cu zona portului. Ce s-a realizat respecta in mare masura aceasta schita.

In prezent, la nivel pietonal piata centrala nu este lizibila, spatiul fiind puternic plantat si mobilat. Acest lucru nu constitue o schimbare negativa fata de planul initial, intrucat zona pare o oaza verde in mijlocul orasului, iar mobilierul specific anilor ’80 are un farmec aparte. In schimb, in zona hotelurilor centrale amenajarile nu este valorificat potentialul spatiului. Precum in centrele altor orase dezvoltate si amenajate in comunism, accentul a fost pus pe realizarea unor modele decorative din gresie, desen de plan vizibil doar de la etaje superioare ale cladirilor. Dupa unii arhitecti, amenajare recunoscuta si demna de pastrat. Aceste spatii devin foarte aride si neprimitoare vara si prin urmare nefolosite.

Mai mult, goana dupa suprafete inchise a adosat acestui hotel cutii de plastic si sticla. Un gand adresat proprietarilor hotelului Dunarea: Privind o imagine de la 1965 mesajul ar fi: ne putem intoarce la zero? Posibil, reversibil.

 

Back to scratch !?
In 1954 the planning layout of Galati city centre was elaborated. The solution proposed the development of a system of squares and esplanades connecting the Danube cliffs with the oldest residential street in the city (Republicii, nowadays Domneasca) and the western part of the city with the port area. What was built then complied to a large extent with this layout.

Today, the central square is not readable at walking level, as the space is highly planted and furnished. This is not a negative change compared to the initial plan, given that the area looks like a green oasis in the middle of the city and the ’80 outdoor furniture has a special allure. On the other hand, the potential of the area around the city-central hotels is not capitalized. As in other centers of cities developed and planned during the Communist period, the focus was on making sandstone decorative patterns, plain design which is visible only from higher building floors. According to some architects, this is definitely a keeper, which is even praised. These spaces become very dry and unwelcoming and therefore remain unused.

Moreover, the rush for closed surfaces has joined plastic and glass boxes to this hotel. Here’s a thought to the owners of Dunarea hotel: Looking at a photo from 1965, the message would be: can we go back to scratch? Possibily, reversible.

Strada domneasca – o zona istorica pastrata, partial intretinuta, partial abandonata, partial restructurata. Cu toate acestea, fiind cel mai plantat bulevard al orasului, ramane cel mai circulat pentru promenada dupa faleza. Din functiunile publice care atrageau altadata publicul, parte s-au inchis (gradina de vara, 2 cinematografe), altele sunt parasite sau transformate in cluburi. Altele sutin in continuare potentialul bulevardului (universitate, teatru, prefectura).

Zona gara-autogara, adiacenta acestu ax, e in plin proces de reorganizare (ANL, noua gara, mall….). Gradina publica si parcul Rizer – zone cu un potential extraordinar, necesita amenajare si dotare. In segmentul final al strazii nu s-a mai tinut cont de caracterul istoric al strazii in interventiile recente (praktiker!).

Nostalgie, si ce a fost orasul odata prezentate intr-un proiect cultural realizat in 2010. Istoria catorva cladiri care sustin coloana vertebrala a zonei istorice si alte informatii: Rendez-vous cu Galatii de altadata.


“Galatii of times past”

Domneasca Street – preserved historic area, partially take care of, partially abandoned, partially reorganized. In spite of all, it is still the second most popular site for promenade after the Danube cliffs, being also the greenest boulevard in the city. Out of the public functions that used to attract the public in times past, some closed (the summer theatre, 2 cinemas), some have been abandoned or transformed into clubs. Others still support the area’s potential (the university, the theatre, the prefecture).

The train station – bus terminal area, adjacent to this axis, is in full reorganization process (ANL, new train station, the mall…). The public garden and the Rizer park – areas with an extraordinary potential, require management and furnishing. On the final segment of the street, the historic character was totally disregarded in recent interventions (praktiker!).

strada Brailei, centru civic?

Centru civic (?) – si anume cateva istitutii (banci) pe un ax si multe kioskuri. Un spatiu urban uzat fizic si moralunde regasim efecte fenomenului numit turbourbanism: panouri publicitare pe cladiri, in spatii verzi, pavaj neintretinut si peticit (asfalt, piscoturi, gresie sau asfalt vechi inerbat), masini parcate dezordonat, interventii neintegrate, etc. Parterurile blocurilor sunt extinse spre strada cu functiuni comerciale, in anumite zone blocand total permeabilitatea initiala a tesutului. Posibil studiu de caz pentru diversitate si consecventa a arhitecturii parazitare.

Pe anumite sectoare, spatiul strazii Brailei este unul interesant la nivel pietonal, cu largouri, trotuare late sau parcuri longitudinale. Totusi, axul ramane un spatiu de reprezentare hibrid. Cladirile participante la spatiu au in principal functiunea de locuire. Gradinile de fatada sunt transformate, mobilarea urbana nu sustine serviciile adosate.

Autostrada este tranzitata zilnic de foarte multi oameni, deoarece constitue principala legatura cu centrul si totodata axul din care se merge spre faleza. Amenajata in anii ’80, zonei ii lipseste in prezent coerenta si viziunea unei amenajari urbane. Nici legaturile dintre aceasta si faleza Dunarii (o serie de strazi ce iriga tesutul) nu sustin potentialul pietonal al zonei (stationare si tranzit).


Brailei Street, civic centre?

Civic centre (?) – namely some institutions (banks) on one axis and many kiosks. A physically and morally exhausted urban space, where we can see the effects of the so-called turbo-urbanism phenomenon: advertising boards on buildings, in green areas, poorly kept and patched paving (asphalt, small tiles, sandstone or old asphalt with protruding grass tufts), randomly parked cars, non-integrated interventions etc. The ground floors of the block of flats extend into the street with commercial functions, in some areas even totally blocking the initial tissue permeability. Possible case study for diversity and consistency of parasitic architecture.

In certain sectors, the space of Brailei Street is quite interesting at walking level, with largos, wide sidewalks or longitudinal parks. Nevertheless, the axis is still a hybrid representation space. The buildings in this space are mainly for habitation purposed. The front gardens have been altered, urban furniture does not support adjacent utilities.

This highway is daily transited by a lot of people, because it is the main link with the city centre and at the same time the axis going to the Danube cliffs. Planned in the ‘80s, the area currently lacks the coherence and the vision of an urban settlement. Nor do the connections between the highway and the Danube cliffs (a series of streets that irrigate the tissue) support the (stationary and transit) potential of this area.

ce se intampla cu centrele de cartier, comerciale?

In cartierul Tiglina 1 exista 2 “complexe” construite in anii ’55-’56 – unul abandonat (Francezi), altul partial demolat si incoltit de paraziti (Tiglina).

Aflat pe artera principala a orasului (! str brailei), despartit de aceasta printr-un largo plantat, zona complexului Tiglina si-a pierdut identitatea de-a lungul anilor din cauza modului violent de ocupare al spatiului. Interventiile brutale si haotice au distrus spatialitatea initiala a ansamblului, au condus la pierderea caracterului specific si in final la o imagine dezolanta a zonei.

NOW&THEN Stare vizibila de degradare a cladirilor cu caracter public / Alterarea spatiilor libere prin densificarea excesiva cu diverse constructii “temporare” / Supraglomerarea cu autoturisme si trafic pietonal ingreunat / cinematograful transformat in DISCOTECA! / Upgardarea centrului comerical la mall ! / … alte picanterii din presa locala viata libera ’10, romania libera ’09.

Amplasat pe una dintre legaturile intre str. Brailei si faleza (strada Regiment 11 Siret), complexul se deschidea spre Dunare si profita de o piata bine amenajata si insorita in fata. De peste 10 ani cladirea nu mai este folosita, se prabuseste, vederea spre apa este blocata de noi constructii, mobilierul din piata se dezintegreaza, etc. Spatiul, aflat in mijlocul unui cartier locuit si in proximitatea unei scoli, este utilizat de alcoolici (servicul de urgente are zilnic cazuri aici) si de breakdanceri. Spatiul e pe departe cu cel mai mare potential urban din oras.


What happens to the neighborhood and commercial centres?

In Tiglina 1 neighborhood there are 2 “housing estates” built during ’55-’56 – one has been abandoned (French), the other partially demolished and eaten alive by parasites (Tiglina).

Located along the main city artery (! Brailei street and separated from it by a planted largo, Tiglina gousing estate has lost its identity over the years because of the violent space occupation rate inside it. The brutal and hectic interventions have destroyed the initial spatiality of the estate and have led to the loss of the specificity and eventually to a distressing image of the entire area.

NOW&THEN Obvious degradation of the public buildings / the spoliation of free space through the excessive compacting with various “temporary” constructions / Overcrowding with vehicles and disturbance of pedestrian traffic / cinema turned into a DISCOTEQUE! / Upgrade of the commercial centre to a mall! … other backbites from local press viata libera ’10, romania libera ’09.

The French housing estate

Located on one of the links between Brailei street and the Danube cliffs (Regiment 11 Siret Street), the estate opened up to the Danube and was endowed with a well-equipped and sunny market place in the front. The building has not been in use for over 10 years, is caving in, the opening to the river is blocked by new constructions, the market place furniture is disintegrating etc. The area, located in the middle of an inhabited neighborhood and near a school, is now used by alcoholics (the emergency service has daily calls in this area) and break-dancers. This area has by far the largest urban potential in the city.

“Galatii este poate orasul care a resimtit cel mai mult distrugerile razboiului; in nici unul din celelate puncte ale tarii noastre aceste distrugeri nu au fost atat de concentrate si nu au avariat in asa masura centrul unui oras. Datorita apropierii de port, vechiul centru al orasului a disparut aproape in intregime in urma bombardamentelor si mai ales in urma minarii strazilor…” (revista Arhitectura, 11/1956)

Schita de sistematizare care fixa etapele de dezvoltare ale centrului orasului a fost aprobata de catre Consiliul de Ministri in 1955. In acel moment, lucrarea constituia prima de acest fel din tara. Piata centrala si promenada principala catre Dunare au fost conturate in cadrul acestui ansamblu. Intre 1961-65, in zona centrala a orasului au fost construite blocuri noi (3000 apartamente).

Tot in aceiasi perioada, in zona de vest a orasului au fost ridicate cartierele Tiglina 1,2,3 (7000 apartamente). Dintre acestea, multe cladiri sunt in prezent in stare proasta, iar altele au fost chiar demolate. Configuratie spatiala initiala este greu recongnscibila.

plan ante 1900 / plan actual. Initial, orasul cobora pana la apa. In zona centrului efervescenta activitatilor portuare dadeau o anumit specific frontului la apa. Ulterior WW2 modul de raportare al orasului la apa s-a schimbat: parcelarul a suferit transformari puternice, faleza a fost sistematizata si apoi zona industriala a fost separata de oras. Dupa 1989, o activitate intensa de construcuctie se petrece din ce in ce mai aproape de apa.

“Galati is perhaps the city that has most experienced the war destructions; in none other place were these destructions so concentrated and have they damaged to such an extent the city centre. Dur to the port proximity, the old city centre has almost completely disappeared after the bombing and especially due to street mining…” (Architecture review, 11/1956)

The organization chart which established the development stages of the city centre was approved by the Ministers’ Council in 1955. At that moment, the plan was the first of its kind in the country. The central market place and the main promenade to the Danube were outlined as part of this complex. Between 1961-65, new blocks (3 000 apartments) were built in the central city area.

During the same period, in the western part of the city, Tiglina 1, 2 and 3 neighborhoods were raised (7 000 apartments). Out of these, most buildings are now in poor condition and others have even been demolished. The initial spatial configuration is hardly recognizable.

plan before 1900 / current plan. Initially, the city descended up to the river front. In the central area, the effervescence of the port activities invested the river front with certain specificity. After the WW2, the city’s relationship with the river front has changed: the plots’ division has undergone sharp transformations, the Danube cliffs were organized and then the industrial area was separated from the city. After 1989, an intense building activity is carried out increasingly nearer to the river.

portul turistic galati, un paradox?

Cladirea Palatului Navigatiei din Galati (1912) este una din cladirile proiectate de arhitectul Petre Antonescu. Monumentul constitue reperul major al ultimului segment pietonal al falezei. Zona cu un puternic potential urban duce lipsa de mobilier urban, finisajele sunt degradate si carpite, spatiul verde nu este intretinut si nici utilizat, cladirea este flancata de parcaje. Interventiile  din ultimii 20 de ani au o arhitectura discutabila…

Avand in vedere functiunile publice ale cladirilor din jur: administratia portuara, hotel, parcul de soft, gara fluviala, politia de frontiera, comert, servicii s-ar putea impune un standard al spatiului public urban. Nu exista intentii de parteneriere in aceasta directie, in schimb se aud zvonuri despre intentia de construire a zonei / de amenajrea a unui port turistic in aceasta zona. Scenariul: acostarea unor ambarcatiuni (pana in 120m), dezvoltarea cartierelor orasului vechi. (?)

Uimiti, ne intrebam pentru ce ar veni atatia turisti la Galati? Zona adiacenta portului, Valea Orasului – cartierul Badalan, Bad Lands, chiar daca primul cartier al orasului este in prezent acaparat de port, cu un fond construit degradat, fara valoare si lipsit de infrastructura. Orasul nu are zone urbane de calitate sau multe atractii turistice de top. Pentru normalitate est-europeana da. Dar daca orasul ofera mai mult …

Un scenariu optimist: simplu / amenajarea unui piete urbane.

Un scenariu cu tente de scenariu real ar fi tansformarea parcului in parcare. Panoul de santier al sediului politiei de frontiera, in constructie, nu indica acest detaliu si nu prezinta nicio imagine de ansamblu a cladirii. Intuim ca nu va fi vorba de parcari subterane la 10m distanta de malul Dunarii. Scenariul pesimist, construirea totala a zonei.


Galati as touristic port, a paradox?

Navigation Palace building in Galati (1912) is one of the buildings designed by architect Petre Antonescu. The monument represents the major landmark of the last pedestrian segment of the Danube cliffs. This area with a strong urban potential is lacking urban furniture, the finishing is degraded and patched, the green area is not kept or used, and the building is outflanked by parking spaces. The part 20-years interventions have a debatable architecture …

Taking into account the public functions of the surrounding buildings: port administration, hotel, IT park, river station, border police, commerce, services, a standard of the urban public space could be imposed. There are no intentions of establishing partnerships for this purpose; on the other hand, there are rumors about an intention to build / to plan a touristic port in this area. Scenario: the docking of boats (up to 120 m), the development of the old city neighborhoods. (?)

Struck by amazement, we wonder why would tourists come to Galati in large numbers? The area near the port, the City Valley, Badalan neighborhood – Bad Lands – even if it is the first city neighborhood, it is now seized by the port, has a degraded housing estate, devoid of value and of infrastructure. The city has no quality urban areas or many top sightseeing sites. It does have in terms of Eastern-European normality. But if the city can offer more …

Best-case scenario: simple / planning an urban square

A scenario closer to reality would be the transformation of the park into a sparking space. The site board for the border police seat, now under construction, does not indicate this detail and does not present any overview of the building. We can only guess that there will be no underground parking spaces 10 m away from the Danube front.

Worst-case scenario: constructions in the entire area.

un prim port de ambarcatiuni

In 2004 a fost eleborat de către IPTANA un studiu de fezabilitate pentru amplasarea unui port de ambarcaţiuni mici în Galaţi (lungime~6/12m). Amplasat într-un buzunar al Dunării, marina prezenta posibilitatea separării funcţionale fata de zona pietonală a falezei, a branşării la pompe de alimentare, zone de reparaţii, etc. Zona este în comntinuare neamenajată, in schimb un ponton pentru ambarcaţiuni a fost realizat în 2009 la câţiva metri distanţă, într-o zona cu acces direct de pe promenadă. Realizarea a fost finanţata de Ministerul Turismului şi Primăria Galaţi.

Proiectul nu a vizat amenajarea zonei de mal (acces către pasarelă, mal paralel cu pontonul) ci doar asigurarea unor locuri de parcare pentru ambarcaţiuni. Având în vedere nivelul fluctuant al apei se pot imagina câteva soluţii de platforme care să avanseze pe suprafaţa apei şi să fie folosite pentru pescuit sau simpla belvedere şi care să ridice nivelul de amenajare a malului la “standardele” marinei.



one first port for boats

In 2004 IPTANA has designed a feasibility study for the construction of a port for small boats in Galati (length ~ 6-12m). Located in a pocket of the Danube banks, the docks present the opportunity to functional separation from the Danube cliffs walkway, to ensure connection to power pumps, repair areas etc. The area is still undeveloped; instead a boat pontoon has been built in 2009 a few meters away, in an area with direct access to the promenade. This design was financed by the Ministry of Tourism and Galati City Hall.

The project did not target the development of the banks area (access to the passageway, banks parallel to the pontoon), but merely to ensure some parking space for boats. Taking into account the fluctuant water level, solutions could be designed for platforms advancing on the water surface which could be used for fishing or just belvedere and which could upgrade the level of banks development to “docks” standard.

faleza si frontul la apa

faleza, in viitor o scena urbana de calitate?

decizia recuperarii frontului la apa si amenajarea spatiilor urbane adiacente reprezinta in viata unui oras momentul in care se pune pret pe simboluri identitare, memorie, etc. Astfel, orasele isi creeaza o imagine prin intermediul spatiilor publice reprezentative si reusesc integrarea de succes a unor zone unice in viata orasului. Zona protejata dendrologic si cu potential peisagistic, faleza nu pare sa faca parte din tendintele recente de dezvoltare ale orasului. (tendinte imaginate de noi) Administrator: Primaria Municipiului Galati.

Faleza este vazuta ca un parc public si utilizata pe un banal parcurs liniar asfaltat. Dubla promenada – faleza superioara si inferioara este accesata de intreaga populatie a orasului (segmentele 2-5). jos – 3 benzi dedicate pietonilor, rolelor si carucioarelor. sus – si bicicletelor.

Zona majora de dotari (“terase”, “vapoare restaurant”) se suprapune peste principalul acces catre apa (segment 3). Supraaglomerarea necontrolata a accesului si a frontului la apa subliniaza starea de nedefinire, lipsa viziunii pentru dezvoltarea spatiului falezei.

Multe buzunare tematice ale falezei sunt abandonate, iar statuile de metal prost intretinute. Totusi noi dotari parazit ocupa peluza: exemplul recent amenajatei piste de role in locul peluzei. Regulament pentru utilizarea pistelor de role: art.2 este interzisa patrunderea in zona pistei a masinilor, biciclistilor, carucioarelor si a persoanelor cu caini sau care nu insotesc copiii! (…???) Evident vorbim despre o zona protejata de fluxul pietonal.

the Danube cliffs and the riverfront

The Danube cliffs, a future quality urban scene?
The decision to retrieve the riverfront and develop the adjacent urban spaces represents for a city the moment it starts to value identity symbols, memory etc. Thus, cities create their image through representative public spaces and succeed in successfully reintegrating unique areas in city life. A dendrological protected area and with a high landscaping potential, the Danube cliffs does not seem to be a part of the recent tendencies of urban development. (The tendencies we imagine). Manager: Galati City Hall.

The Danube cliffs are seen as a public park and used on a trivial linear asphalted path. The double promenade – the upper cliffs and the lower cliffs – is accessed by all city inhabitants (segments 2-5). Down – 3 lanes for pedestrians, roller blades and stroller. Up – also to bicycles.

The major development area (“outdoor pubs”, “restaurant boats”) overlaps on the main access to the river (segment 3). The uncontrolled overcrowding of the access way and the riverfront underline the lack of definition, of vision for the development of the Danube cliffs.

Many theme pockets on the Danube cliffs are abandoned and the metal artworks are poorly kept. Nevertheless, new parasite furnishing infests the lawn: the example of the recently designed roller blades path replacing the lawn. Regulation on using the roller blades paths: art. 2 cars, bicycles, strollers and people with dogs or not accompanying children are forbidden to enter the path ! (…???)

This is obviously a protected area of the pedestrian flow.
